Client Background
Ekurhuleni Metropolitan Municipality - Electricity and Energy Department delivers electricity to industry and more than 2.7 million people through the development, operation and maintenance of electricity distribution assets.

Key challenges / Project background
Ekurhuleni Metropolitan Municipality was formed from the amalgamation of nine municipalities, each with its own distinctive asset management culture and systems. The challenge was to create a new department with a single vision and strategy, and cohesive management systems. The following specific problems were encountered amongst the nine municipalities:
- Varying levels of service
- Varying age and performance of electrical assets
- Varying management systems
- Generally, the absence of a comprehensive and integrated asset management approach
- Generally, decision support systems that were not effective nor efficient and required considerable manual processing
- Varying degrees of accuracy of the asset registers.
The PRAGMA intervention
EMM considered various options to address deficiencies across all nine municipalities and importantly to migrate all to a single common physical asset management system. Pragma was contracted to support EMM in the establishment of an Asset Care Centre (ACC) service in 2005. The following ACC services were contracted:
- Perform a detailed asset management maturity audit.
- Develop a comprehensive master plan which would detail the improvement interventions.
- Compile an asset register fully compliant to financial regulations and good asset management practices.
- Develop effective maintenance plans.
- Implement maintenance work planning and control procedures.
- Develop and implement a refurbishment and replacement plan.
- Provide procurement support to the implementation of maintenance contracts.
